About this opportunity

The National Institute of Standards and Technology (NIST) is seeking qualified vendors to service and upgrade two MRI System Phantoms used in the Physical Measurement Laboratory. These phantoms, originally purchased in 2019, have exceeded their 5-year useability lifetime and require comprehensive servicing to maintain their calibration properties. The primary objective is to restore the phantoms and upgrade them to allow NIST recalibration using new standard samples. Interested businesses must submit a four-page electronic capability statement to Contract Specialist de Ionne Jones by March 7, 2025. The statement should include company details, manufacturing information, product specifications, lead times, and other relevant information demonstrating the ability to meet NIST's technical requirements. NIST will use this market research to determine whether to pursue a competitive or sole-source procurement approach.

The contract opportunity is classified under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. There is currently no set-aside designation for the procurement. The specific phantoms to be serviced are from CaliberMRI, with serial numbers SN130-0133 and SN130-0134. While no specific budget range is mentioned, the requirements include replacing T1, T2, and proton density arrays, adding new calibration ports, and completing all delivery, installation, and training within a 5-month timeframe. The acceptance period for the work is 21 business days, with installation expected to take up to 2 weeks. The system will require 200V three-phase power and specific cooling water specifications, indicating a technically complex service requirement.

Notice text

The Magnetic Imaging Group of the Physical Measurement Laboratory at NIST requires their two MRI System Phantoms be serviced and upgraded since they have both exceeded their 5 yr useability lifetime. The phantoms have been extensively used and need to be serviced to maintain their desired properties. Also included in the service is an upgrade to allow NIST recalibration using a new protocol that requires embedding recently measured NIST standard samples.

NIST develops and maintains medical imaging calibration objects referred to as phantoms. A primary MRI system phantom was developed by NIST and was commercialized.  NIST purchased 2 of the commercial MRI system phantoms in 2019 for inclusion into the National Medical Phantom Library jointly sponsored by NIST and NIH. The phantoms have a finite lifetime and require servicing every 5 years.

Please review the attached Requirements and Specifications document for specific details as all quotes must meet all Governmental requirements. The purpose of this notice is to identify organizations capable of providing the necessary items and meeting the minimum contractor qualifications.

This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and, as such, is subject to change prior to the issuance of a solicitation. After the results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST will use the results of this sources-sought notice to determine whether to proceed on a sole-source basis or competitively if it is determined that other vendors could potentially meet NIST’s needs.

This requirement is assigned a NAICS code of 334516, analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees.

Interested business organizations that believe they can meet the requirements should submit electronic copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information:

  6. Typical lead time to deliver the product after receipt of order
  7. Any other relevant information that is not listed above that the Government should consider in developing its minimum specifications and finalizing its market research.

Any proprietary information should be so marked. The written capability statement should be received by the Contract Specialist, de Ionne Jones, via email at deionne.jones@nist.gov no later than the date and time posted in this notice. No quotes will be accepted at this time and will not be considered.
