About this opportunity
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West, has issued a Notice of Intent to Sole Source a modification to existing Blanket Purchase Agreement HT941024A0007. This modification will expand the contract with Ortho Clinical Diagnostics, K.K. to provide cost-per-test reagents, chemistry analyzer, and consumable supplies for VITROS Chemistry and Immunoassay Testing Systems. The modification will increase the master dollar limit from $875,000 to $2,875,000 and extend coverage to include the 35th Medical Group at Misawa Air Base, Japan, in addition to the existing 374th Medical Group at Yokota Air Base. The contract period runs from July 1, 2025, through June 30, 2029, under NAICS code 334516 with a business size standard of 1,000 employees.
The sole source determination is based on Ortho Clinical Diagnostics being the only vendor capable of providing supplies compatible with the installed VITROS testing equipment without extensive validation time that would disrupt patient care. Vendors wishing to challenge this sole source determination must submit a capability statement by 10:00 a.m. Pacific Time on June 23, 2025, via email to michelle.e.sanders6.civ@health.mil. The capability statement must not exceed six pages using at least 10-point font and must include detailed management, technical, and cost information demonstrating the ability to provide the required supplies. The government will use these responses solely to determine whether to proceed with competitive procurement or continue with the sole source approach, and telephone requests will not be accepted.
