About this opportunity

The Missouri Army National Guard issued a notice of intent to sole source a single-award IDIQ contract for marketing services to Hoot Design Co. LLC, with a response deadline of May 18, 2026; this is not a request for competitive quotes. The contract supports the Recruiting and Retention Battalion's marketing and advertising operations under the Total Small Business set-aside, with an anticipated three-year ceiling of $500,000. The incumbent contractor developed foundational recruitment marketing research and brand strategy documents under the existing task order. The agency asserts that competitive recompete would require 6–12 months of development and discovery prior to campaign execution, creating unacceptable delays, cost duplication, and disruption to recruitment activities. Continuity of marketing operations is essential to meeting annual recruitment mission objectives. The sole-source determination is based on FAR 6.103-1(c)(2) (only one responsible source). The Government reserves discretion not to compete; no RFQ will be issued.

Notice text

THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR QUOTES (RFQ).

The Missouri Army National Guard intends to award a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Marketing Services on a sole source basis to Hoot Design Co. LLC based on the authority in RFO FAR 6.103-1(c)(2), Only one responsible source and no other supplies or services will satisfy agency requirements.

This requirement provides marketing and advertising services in support of the Missouri Army National Guard's Recruiting and Retention Battalion (RRBN) and is essential to maintain continuity of creative development, production, and deployment of critical marketing activities to achieve its annual recruitment mission. The planned IDIQ includes a three-year ordering period, with an anticipated ceiling amount of $500,000. All work shall be performed in strict accordance with the Performance Work Statement and shall be subject to the terms and conditions of the IDIQ contract.

Under the existing task order, the incumbent contractor developed the foundational recruitment marketing research and brand strategy documents. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete the proposed contract is solely within the discretion of the Government. No RFQ will be issued and quotes will not be requested.
