The Department of the Air Force Pacific Air Forces is the contracting agency responsible for this solicitation. The government intends to award the contract solely to Elements Industrial Storage Limited, a BANAIR subsidiary located in Dudley, United Kingdom, under the authority of 10 U.S.C. 3204(a)(1) and FAR simplified procedures. The government believes that only Elements Industrial Storage Limited possesses the required capabilities and compatibility with the existing system to successfully complete the installation. Interested parties have until May 21, 2026, to submit responses demonstrating clear and convincing evidence of their ability to provide all required assets, meet security requirements, and prove that competition would be advantageous to the government. Quotations from the selected vendor are due by May 5, 2026, at 1:00 PM Japan Standard Time, and all quoted items must comply with Trade Agreements Act (TAA) requirements. Potential competitors must be registered in the System for Award Management (SAM) and current in the Supplier Performance Risk System (SPRS) to be considered, and delivery is required to Misawa Air Base, Japan, with shipping available through USPS APO, UPS, or FedEx.
