About this opportunity
The U.S. Customs and Border Protection (CBP) has issued a Special Notice of Intent to Sole Source a contract for 150 Lightspeed Zulu 3 Headsets to Lightspeed Aviation. The procurement is specifically for the Air and Marine Operations (AMO) division and focuses on acquiring a specialized aviation headset with unique characteristics. The headset was selected due to its seven-year warranty, robust materials, and superior performance in demanding aviation environments. This sole source procurement is categorized under the Other Aircraft Parts and Auxiliary Equipment Manufacturing NAICS code and the Headsets, Handsets, Microphones and Speakers PSC category. The notice was posted on March 20, 2025, with a response deadline of March 31, 2025.
The primary objective of this Special Notice is to procure mission-critical communication equipment for CBP's Air and Marine Operations aircrew members. Contractors who believe they can provide equivalent headsets are invited to submit a capabilities statement to the contracting officer, Michael A. Hall, by the specified deadline. The procurement is set aside for total small business participation, and interested vendors must demonstrate their ability to meet the exact specifications of the Lightspeed Zulu 3 Headset (P/N# Lightspeed 4064). Key requirements include providing headsets with a seven-year warranty, resistance to tearing, and compatibility with current communications equipment. The headsets will be drop-shipped to the National Supply and Logistics Center in El Paso, TX, with a performance period of 60 days from the award date. Invoicing will be processed through the Invoice Processing Platform (IPP), and the government has conducted an internal review to determine the fair and reasonable pricing of the procurement.
Notice text
U.S. Customs and Border Protection intends to issue a firm fixed price sole source award to Lightspeed Aviation for the procurement of one hundred and fifty (150) Lightspeed Zulu 3 Headsets (P/N# Lightspeed 4064).
Air and Marine Operations requires the Lightspeed ZULU 3 to meet their mission needs for this requirement. The ZULU 3 headset provides a seven-year warranty. The warranty offered provides a significant benefit to Air and Marine Operations (AMO) with the high use of headsets in mission requirements. The warranty provides coverage and cost savings for AMO in long run. The ZULU 3 also features robust materials making them more resistant to tearing and longer life use in the demanding AMO aviation environment.
If any contractors feel they can provide the exact headsets listed above please contact the contracting officer by email at Michael.A.Hall@cbp.dhs.gov by the response date and time listed with this notice. You must submit a capabilities statement displaying your ability to meet the requirements.
