About this opportunity

The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to Revvity Health Sciences, Inc. for a maintenance service agreement for an IVIS Spectrum CT spectrophotometer. The contract will cover comprehensive maintenance services, including preventative maintenance, repairs, labor, travel, dedicated phone support, and virtual troubleshooting for the proprietary scientific instrument. Only Revvity can provide this service without voiding the manufacturer's warranty, as the hardware, firmware, and software are exclusively manufactured by the company. Interested parties may submit quotations/responses by 12 pm EST on December 30, 2024, to contract specialist Iris Gonzalez at qsx8@cdc.gov. The government will review submissions within thirteen days of the notice's issuance and retain sole discretion on whether to conduct a competitive procurement.

The procurement is not set aside for any specific business category and falls under the Electronic and Precision Equipment Repair and Maintenance NAICS code 811210. The maintenance contract covers a single IVIS Spectrum CT instrument with a serial number IS1916N7660, located in the CDC's Viral Special Pathogens Branch. Previous maintenance was handled through a CDC-wide contract with REMI that was discontinued in 2024, leading to this direct procurement from Revvity. The contract value is under $250,000 and is structured with a base period and potential four additional option years. Market research confirmed Revvity as the sole authorized service provider, with pricing determined to be comparable to similar equipment maintenance contracts in the scientific instrumentation market.

Notice text

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to REVVITY HEALTH SCIENCES, INC., to obtain a Maintenance service agreement for the IVIS spectrophotometer. This is a service contract for an IVIS Spectrum CT, the hardware, firmware, and software associated with this instrument are all proprietary to Revvity and only they have the capability to support and upgrade this machine without voiding the manufacturer’s warranty. It includes all preventative maintenance, repairs including labor and travel incurred during service calls. Dedicated phone staff for simple questions to offer customer-assisted repairs/troubleshooting that eliminates instrument downtime.  Monitoring software that permits them to pull details of errors and troubleshoot virtually. No recertification fees. Repair requires parts that are exclusively manufactured by Revvity making it imperative to obtain these components directly from the source. Engaging middle-man service aggregators not only risks voiding the supported warranty but also incurs significant recertification costs that are often prohibitive.

Justification of the capability required is provided on the sole source justification document. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.  This notice of intent is not a request for competitive quotations; however, all quotations/responses received within thirteen (13) days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Any quotation/response should be emailed to contract specialist Iris Gonzalez at qsx8@cdc.gov by 12 pm, est December 30, 2024.
