About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), through its National Ocean Service and Office of Coast Survey, published a Notice of Intent to Sole Source a five-year firm-fixed-price contract to the University of New Hampshire for Information Technology support services. This special notice, posted on March 27, 2026, indicates the government's intention to negotiate directly with UNH rather than conduct competitive bidding. The contract will provide comprehensive IT support for NOAA employees and contractors working at the Joint Hydrographic Center, a cooperative facility established under the Hydrographic Services Improvement Act of 1998. The government justifies the sole source approach based on the necessity for IT infrastructure tightly integrated with UNH's existing systems and the combination of physical and IT security concerns that preclude third-party contractor support. The NAICS classification for this requirement is 541519 (Other Computer Related Services).
The primary objective of this contract is to deliver integrated Information Technology support for approximately 15 NOAA users in the base period, with capacity to support up to 19 users during option years. Interested vendors who believe they can meet the requirement must submit a written affirmative response demonstrating comprehensive understanding and detailed technical capability by April 1, 2026, at 4:00 P.M. Eastern Standard Time to Michael J. Williams at Michael.J.Williams@noaa.gov. The Statement of Work outlines three service packages: computers and services (desktop/laptop systems with specified configurations and help desk support), on-site connectivity and technical support for NOAA-owned equipment, and high-performance data storage with 110 terabytes of capacity featuring redundancy and security protections. Contractor personnel must complete annual NOAA Information Technology Security Awareness Training and comply with Department of Commerce IT Security Policy and NIST standards. All work products developed under the contract become the government's property with unlimited rights, and contractor response submissions must be received within five calendar days from the notice date.
Notice text
This is a notice of intent to negotiate a sole source contract pursuant to the authority of 41 U.S.C. 1901 as implemented by Revolutionary Federal Acquisition Regulation Overhaul 12.102 “Restricting Competition.” The Government intends to negotiate a five-year (5) firm-fixed-price contract with the University of New Hampshire (UNH) for the National Oceanic and Atmospheric Administration, National Ocean Service, Office of Coast Survey, for Information Technology Support for NOAA employees and NOAA contractors at the Joint Hydrographic Center located at UNH. This requirement is for annual Information Technology (IT) support for NOAA personnel and/or NOAA contractors working collaboratively with UNH researchers and in facilities provided by and shared with UNH. These personnel require IT services and support that is tightly integrated with the UNH IT infrastructure. Due to the combination of physical and IT security concerns, it is not possible to provide the needed support through a third-party contractor. Areas of service include: computers and services, basic IT services, data storage for high-resilience data; and data storage for bulk data. This action is intended to support the IT needs of 15 NOAA users throughout the period of performance, and up to four additional NOAA users (19 total) in any option years.
