About this opportunity
The National Oceanic and Atmospheric Administration has awarded a five-year firm-fixed-price sole-source contract to the University of New Hampshire for Information Technology support to NOAA employees and contractors at the Joint Hydrographic Center on September 10, 2026.
The justification cites 41 U.S.C. 1901 as implemented by Revolutionary Federal Acquisition Regulation Overhaul 12.102(b). NOAA determined that IT services cannot be provided through third-party contractors due to the combination of physical and IT security concerns and the requirement for tight integration with UNH's secure IT infrastructure within the Chase Ocean Engineering Building. UNH possesses unique qualifications for this specialized requirement; relocating operations away from UNH would eliminate critical collaboration with UNH researchers, incur substantial costs, and severely impact depth database maintenance, electronic navigational chart updates, and oceanographic data mapping capabilities essential to national security and maritime safety.
The contract supports 15 NOAA users in the base period, with capacity for up to four additional users (19 total) during option years. Services include computers and services, basic IT services, and high-performance data storage. The period of performance runs from October 1, 2026 through September 30, 2031 (base period of 12 months with four optional 12-month extensions). Place of performance is the Joint Hydrographic Center at the University of New Hampshire. A Notice of Intent to sole source was posted to SAM.gov on April 8, 2026, with a response deadline of April 15, 2026. Contract number is 1305M226C0026; the estimated value is redacted.
Notice text
This sole source contract was awarded under the authority of 41 U.S.C. 1901 as implemented by Revolutionary Federal Acquisition Regulation Overhaul 12.102 “Restricting Competition.” The Government awarded a five-year (5) firm-fixed-price contract with the University System of New Hampshire (UNH) for the National Oceanic and Atmospheric Administration, National Ocean Service, Office of Coast Survey, for Information Technology Support for NOAA employees and NOAA contractors at the Joint Hydrographic Center located at UNH. This requirement is for annual Information Technology (IT) support for NOAA personnel and/or NOAA contractors working collaboratively with UNH researchers and in facilities provided by and shared with UNH. These personnel require IT services and support that is tightly integrated with the UNH IT infrastructure. Due to the combination of physical and IT security concerns, it is not possible to provide the needed support through a third party contractor. Areas of service include: computers and services, basic IT services, and high-performance data storage. This action is intended to support the IT needs of 15 NOAA users throughout the period of performance, and up to four additional NOAA users (19 total) in any option years.
Awarded contract 1305M226C0026 to unknown vendor for unknown amount on 2026-09-10.
