About this file
This is a Notice of Intent to Negotiate a Sole Source Contract for Information Technology support services. The National Oceanic and Atmospheric Administration (NOAA), specifically the National Ocean Service and Office of Coast Survey, intends to award a five-year firm-fixed-price contract to the University of New Hampshire (UNH) for IT support for NOAA employees and contractors at the Joint Hydrographic Center located at UNH. The contract will support approximately 15 NOAA users during the base period, with provision for up to four additional users (19 total) during any option years.
The required IT services encompass computers and services, basic IT services, high-resilience data storage, and bulk data storage. The Government justifies the sole source award based on the need for IT infrastructure tightly integrated with UNH systems and the combination of physical and IT security concerns that preclude third-party contractor support. The NAICS code is 541519 (Other Computer Related Services) with a small business size standard of $34 million. Vendors believing they can meet the requirement must submit a written affirmative response demonstrating comprehensive understanding and detailed technical capability by 4:00 P.M. Eastern Standard Time on April 1, 2026, to Michael J. Williams, Contract Specialist, at Michael.J.Williams@noaa.gov. Responses must be received within five calendar days from the notice date. A Draft Statement of Work is provided as Attachment 1.

NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT
This is a notice of intent to negotiate a sole source contract pursuant to the authority of 41 U.S.C.
1901 as implemented by Revolutionary Federal Acquisition Regulation Overhaul 12.102
“Restricting Competition.” The Government intends to negotiate a five-year (5) firm-fixed-price contract with the University of New Hampshire (UNH) for the National Oceanic and
Atmospheric Administration, National Ocean Service, Office of Coast Survey, for Information
Technology Support for NOAA employees and NOAA contractors at the Joint Hydrographic
Center located at UNH. This requirement is for annual Information Technology (IT) support for
NOAA personnel and/or NOAA contractors working collaboratively with UNH researchers and in facilities provided by and shared with UNH. These personnel require IT services and support that is tightly integrated with the UNH IT infrastructure. Due to the combination of physical and
IT security concerns, it is not possible to provide the needed support through a third-party contractor. Areas of service include: computers and services, basic IT services, data storage for high-resilience data; and data storage for bulk data. This action is intended to support the IT needs of 15 NOAA users throughout the period of performance, and up to four additional NOAA users (19 total) in any option years.
The North American Industry Classification System code for this requirement is 541519 Other
Computer Related Services. The small business size standard for this NAICS code is $34M.
Responses to this notice must be provided within five calendar days from the date of this notice.
Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement.
Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 4:00 P.M. Eastern Standard Time, on April 1, 2026. Responses must be submitted via e-mail to Michael J. Williams, Contract Specialist, at
Michael.J.Williams@noaa.gov.
