About this opportunity

The US Army Medical Research Acquisition Activity (USAMRAA), operating under the Defense Health Agency, has issued a Notice of Intent to Sole Source for maintenance services on Hamilton Company instruments. This special notice announces the government's intention to negotiate directly with Hamilton Company of Reno, Nevada, for maintenance support of two STARlet instruments owned by the Armed Forces Medical Examiner System Division of Forensic Toxicology. The procurement will be conducted under simplified acquisition procedures without set-aside restrictions and is classified under NAICS code 334516 with a small business size standard of 1,000 employees. The notice was posted on August 11, 2025, with responses due by August 26, 2025.

The sole source justification is based on Hamilton Company being the original equipment manufacturer and the only authorized vendor capable of providing the specialized maintenance required to ensure proper performance, calibration, and functionality of the instruments. The maintenance requirements include two preventative maintenance service calls per year, a guaranteed 24-hour response time for equipment failures, and a guaranteed 4-hour callback time, all using genuine Hamilton service parts and consumables. While this is not a request for competitive proposals and no formal solicitation document exists, interested parties may submit technical data and cost information to demonstrate their capability to provide equivalent services. The government will consider all capability statements received by the notice closing date, though the final determination whether to compete the requirement remains solely at the government's discretion. Any responses will be evaluated primarily to determine if alternative sources exist that could meet the specialized maintenance requirements for these critical forensic instruments.
