About this opportunity
The National Transportation Safety Board (NTSB) has published a Notice of Intent to Sole-Source for a Virtual Acquisition Office subscription service. This special notice announces NTSB's intention to enter into a sole source contract with Unison Virtual Acquisition Office LLC for a 12-month subscription to their Virtual Acquisition Office (VAO) platform. The agency emphasizes that this is not a request for proposals, invitation for bids, or request for quotations, and represents no commitment by the government to pay for costs incurred in responding to the announcement. The sole source authority is being exercised under FAR 16.505(b)(2)(i)(B), and the procurement falls under the NAICS code 513210 for Software Publishers. The notice was posted on August 28, 2025, with responses due by September 8, 2025.
The purpose of this procurement is to provide NTSB with an online federal acquisition knowledge management service that keeps the agency informed of changes, challenges, trends, and opportunities in the federal acquisition community while providing practical tools for consistent acquisition process navigation. The service includes daily acquisition news from over 70 sources delivered to users' inboxes, monthly publications summarizing key acquisition developments, access to an on-call research service allowing up to 8 questions with four-hour level-of-effort responses, and participation in forums and conferences. Since this is a sole source procurement, there are no eligibility criteria for other contractors to participate, as NTSB has identified Unison Virtual Acquisition Office LLC as the only source capable of meeting their specific requirements. The deadline for any responses or comments regarding this sole source intent is September 8, 2025, though the notice clarifies this is not a competitive solicitation.
