About this opportunity

The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Notice of Intent to Sole Source a service contract agreement for maintenance and support of a Tescan DynaTOM Micro-Computed Tomography System (CT Scanner). This special notice, posted on February 10, 2026, indicates NETL's intention to award a purchase order on a sole source basis to Tescan USA Inc. under the Revolutionary FAR Overhaul Part 12 provisions for commercial products and services. The contract will cover the period from March 1, 2026, through February 28, 2027, and encompasses scheduled maintenance critical to supporting multiple NETL research portfolios. NETL asserts that Tescan USA is the sole authorized vendor capable of providing the required parts, accessories, and services, as the manufacturer restricts third-party resellers and guarantees only parts installed by factory-trained service engineers.

The primary objective of this notice is to identify any potential alternate sources that may be capable of fulfilling NETL's service requirements before the government proceeds with sole source procurement. Any interested party believing they can meet the stated requirements must submit written evidence of their capability to the Contract Specialist, Shannon Lynch, at shannon.lynch@netl.doe.gov by 11:00 AM ET on February 24, 2026. Responses must be submitted in writing only; telephone inquiries will not be accepted. This notice is not a request for quotes or proposals, but rather an opportunity for capable contractors to demonstrate their ability to service and maintain the specialized micro-CT scanner equipment. The government reserves the sole discretion to determine whether to conduct a competitive procurement based on responses received, and any information submitted will be evaluated solely for that purpose.

Notice text

Notice of Intent to Sole Source for service contract agreement for the NETL-owned Tescan DynaTOM Micro-Computed Tomography System (CT Scanner). POP 03/01/2026 – 02/28/2027

In accordance with Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Tescan USA Inc. for the service contract agreement for the NETL-owned Tescan DynaTOM Micro-Computed Tomography System (CT Scanner) because TESCAN USA is the official and sole vendor available for supplies, accessories, and parts required to service and/or upgrade the Micro CT Scanner. Only parts obtained and installed by TESCAN factory trained service engineers are guaranteed as TESCAN does not permit third party resellers of its products and service agreements. This yearly service agreement covers scheduled maintenance which is critical for uninterrupted supports of the CT scanner for several NETL research portfolios. To the best of NETL’s knowledge, no known potential alternate sources exist which could satisfy NETL's requirement.

This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1100 AM ET on 02/24/2026.

Responses must be submitted in writing to the Contract Specialist Shannon Lynch, via email at shannon.lynch@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
