About this opportunity

The Department of Energy's National Energy Technology Laboratory (NETL) has published a Notice of Intent to Sole Source a service contract agreement with JEOL USA, Inc. for the renewal of an annual maintenance contract for a JEOL 7600 FESEM Field Emission Scanning Electron Microscope. The contract period of performance runs from June 1, 2026, through May 31, 2027. This notice was posted on April 20, 2026, and falls under the Revolutionary FAR Overhaul (RFO) Part 12 guidelines for the acquisition of commercial products and commercial services. The procurement is identified under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC J066 (Maintenance/Repair/Rebuild of Equipment—Instruments and Laboratory Equipment).

NETL intends to award this purchase order on a sole source basis to maintain the specialized instrument through factory-trained technicians, ensuring proper servicing of major components while preventing equipment damage and user injury. The justification for sole sourcing rests on the assertion that utilizing another vendor could render both the equipment and software unusable and unrepaerable within 1-2 years, as JEOL would discontinue support following a lapse in service with their maintenance program. Interested parties who believe they are capable of meeting NETL's requirements must submit written evidence of their capability to the Contract Specialist, Shannon Lynch, at shannon.lynch@netl.doe.gov by 1:00 PM Eastern Daylight Time on May 7, 2026. The Government reserves sole discretion in determining whether to compete this requirement based on responses received, and only written submissions will be accepted; telephone responses and requests will not be received. This notice is not a formal request for quotes or proposals but rather an opportunity for interested contractors to demonstrate their qualifications to potentially fulfill the maintenance contract requirement.
