About this opportunity

The United States Army Medical Research Acquisition Activity (USAMRAA), operating under the Defense Health Agency at Fort Detrick, Maryland, has issued a Notice of Intent to Sole Source for equipment maintenance services for specialized Teledyne analytical instruments. The notice pertains to an Equipment Maintenance Service Agreement for Defense Centers for Public Health - Aberdeen's (DCPH-A) Teledyne equipment, specifically the Atomx XYZ Multimatrix Purget & Trap Concentrator and Fusion TOC Analyzer. USAMRAA intends to award this contract directly to Teledyne Instruments, Inc., as the original equipment manufacturer (OEM) under FAR 13.106-(b)(1)(i) authority. The contract falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance and Product Service Code J066 for laboratory equipment maintenance and repair. This action represents a sole source procurement due to the specialized nature of the equipment and services required.

The primary purpose of this sole source notice is to inform potential contractors that USAMRAA requires comprehensive maintenance services including preventive maintenance, repair services by OEM-trained technicians using OEM parts, calibration services, and software updates for the Teledyne equipment. The government specifically requires direct service from the OEM rather than third-party coordination of services, making Teledyne Instruments, Inc., the only qualified source capable of providing these specialized services. Interested parties must submit capability statements demonstrating their ability to provide the required services by August 1, 2025, with responses submitted via email to the primary contact listed in the notice. The government will not accept phone calls, documentation requests, or responses that merely ask questions without providing an affirmative capability statement. This is not a competitive solicitation, and no formal solicitation document will be issued, though all qualifying responses received by the deadline will be considered by the government.
