About this opportunity
The Department of Commerce's Office of the Secretary has issued a Special Notice announcing its intent to sole source an Electronic Database Subscription contract with Warren Communications. The contract is specifically for the Trade Law Daily (TLD) electronic database, which provides critical daily updates on trade law matters. This procurement will be conducted under the authority of FAR 13.106-1(b)(1)(i), indicating a non-competitive acquisition process. The contract is classified under the NAICS code 511110 for Newspaper Publishers and PSC code 7630 for Newspaper Periodicals. The proposed contract structure includes a 12-month base year with potential for four additional one-year option years, depending on government discretion.
The primary purpose of this Special Notice is to inform the vendor community about the intended sole source procurement and provide an opportunity for other interested parties to demonstrate their capability to fulfill the requirement. Interested contractors have until February 18, 2025, at 10:00 am EST to identify their interest and capability to respond to the requirement. The notice explicitly states that while responses are welcome, the Contracting Officer retains sole discretion in determining whether to compete the contract. The procurement seeks 40 user licenses for the TLD electronic database, with potential scalability options for future expansion. Respondents are advised to submit comprehensive and detailed responses that clearly demonstrate their qualifications, understanding that the government is not obligated to provide feedback or acknowledge receipt of submissions. The notice emphasizes that no proprietary, classified, confidential, or sensitive information should be included in responses, and the government reserves the right to use any non-proprietary technical information as deemed necessary.
