About this file
This is a Statement of Work (SOW) for an electronic database subscription to Trade Law Daily (TLD) from Warren Communications News for the Department of Commerce's Office of General Counsel/Trade Enforcement & Compliance (OGC/CCTEC). The requirement is for 40 user licenses of TLD, with scalability options to either reduce or increase licenses up to enterprise-wide access depending on future funding and interest.
The subscription provides critical daily updates on trade law matters including CBP rulings, customs ruling modifications, AD/CVD determinations, WTO disputes, and trade decisions from the Court of International Trade and Federal Circuit. The SOW emphasizes TLD's superiority over existing resources like Inside US Trade and Law360 due to its focused coverage and timely reporting of court updates within hours of issuance. The system must comply with Section 508 accessibility requirements for federal employees and public users with disabilities, as specified under 36 CFR 1194.

SECTION C
DESCRIPTION / SPECIFICATIONS / STATEMENT OF WORK
Electronic Database Subscription for OGC/CCTEC
Background:
The Commerce Research Library manages the contracts for several online databases and resources that support the work of Commerce employees. These electronic resources allow the Department to save money by providing access to all HCHB and/or other regional offices under a single subscription, reducing the need for physical storage space for the print equivalent, and allowing users to access information at their desktops.
OGC CC/Trade Enforcement & Compliance (TEC) has determined that Trade Law Daily (TLD), a service from Warren Communications News, provides unique and timely insight into all TEC litigation better than the existing resources available in ADCV areas. Previously their clients would cite this resource, scooping the actual attorneys working on the cases at hand with updates on the proceedings. During a trial of this resource given to the entire office, there was overwhelming consensus that access to TLD allowed them to stay on top of case updates far better than Inside US Trade (which engages in an old method of reporting that is out-of-date by the time the weekly newsletter is published) or Law360 (which has a broader topical focus and is not scoped with the same impactful focus on TEC issues). TLD provides essential daily updates that are reported within hours of the court issuing them, allowing TEC attorneys to quickly respond to their clients and to remain well-informed about the litigation the DOC is actively participating in.
Objectives:
To renew access to Trade Law Daily for attorneys in CCTEC.
Requirements:
• CCTEC requires 40 user licenses.
• Dependent on future interest and availability of funding, this subscription must be scalable, to either reduce licenses or increase licenses, including expanding to enterprise-wide access.
Content includes:
• Rulings from CBP’s Office of Regulations and Rulings and National Commodity Specialist
Division
• Customs ruling revocations and modifications
• CBP’s Enforce and Protect Act AC/CVD evasion investigations
• Detailed coverage of AD/CVD scope rulings
• AD/CVD determinations and new regulations and policies from the Commerce Department and International Trade Commission
• World Trade Organization disputes
• Detailed reporting of customs and trade decisions from the Court of International Trade and
Federal Circuit
Section 508 Compliance:
All electronic and information technology (EIT) procured through this task order must meet the applicable accessibility standards at 36 CFR 1194. This regulation (36 CFR 1194) implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at (http://www.section508.gov).
The contractor shall support the Government in its compliance with Section 508 throughout the development and implementation of the work to be performed. Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d) requires that when Federal agencies develop, procure, maintain, or use electronic information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who do not have disabilities, unless an undue burden would be imposed on the agency.
Section 508 also requires that individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden is imposed on the agency.
