About this opportunity
The Defense Health Agency Contracting Activity (DHACA) has issued a Notice of Intent to sole source a contract to Dataworks Development Inc. for Freezerworks laboratory database software and comprehensive support services. This Special Notice, posted on April 28, 2026, represents a follow-on contract renewal under the Simplified Acquisition Threshold for a non-personal services contract supporting operations at the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland. The sole source justification is based on Dataworks Development Inc. being the exclusive manufacturer and owner of the Freezerworks software product, with no authorized resellers or third-party service providers available in the market. Market research conducted in December 2025 confirmed the services qualify as commercial services, and a 15-day Request for Information posted on SAM generated no responses from alternative providers. The government's determination emphasizes that transitioning to a different vendor would result in significant operational disruptions, project delays, and costs exceeding those of the current contract.
The primary objective of this procurement is to secure continued preventive and corrective maintenance, software upgrades, new version releases, and dedicated customer support for the Freezerworks Summit Server, which maintains a curated repository of chemical compounds used to evaluate therapeutic efficacy against high-consequence pathogens in support of the Chemical and Biological Defense Program. Interested vendors have until 1000 Eastern Time on May 12, 2026, to submit capability statements demonstrating their ability to provide equivalent services via email to ryan.r.jorgensen.civ@health.mil and tonya.r.kreps.civ@health.mil as Microsoft Word or Adobe PDF attachments. Capability statements must contain detailed and convincing evidence of equivalency; submissions containing only questions will not be considered affirmative responses. The proposed contract includes a base period from July 3, 2026, to July 2, 2027, with four option periods extending through July 2, 2031, all funded under Research, Development, Test and Evaluation (RDT&E). The government reserves the right to either conduct a competitive procurement or proceed with the sole source award based on submissions received.
