About this file
This is a Notice of Intent (NOI) to award a sole source contract for Freezerworks laboratory database software and related services. The Defense Health Agency Contracting Activity (DHACA) intends to award a Firm Fixed Price contract to Dataworks Development Inc., located in Mountlake Terrace, Washington, for Freezerworks laboratory database products, all related add-on modules, and associated maintenance and customer support services. The government determined that Dataworks Development Inc. is the only provider capable of supplying these services, as the company manufactures and distributes Freezerworks exclusively without utilizing resellers, distributorships, or third-party service providers. The contracting officer noted that switching to alternative server solutions would result in higher costs for hardware procurement and additional maintenance packages, making such alternatives inefficient and more expensive.
Vendors wishing to challenge this sole source determination must submit a capability statement with detailed and convincing evidence demonstrating their ability to provide equivalent services by 1000 Eastern Time on May 12, 2026. Capability statements must be submitted via email only as Microsoft Word or Adobe PDF attachments to ryan.r.jorgensen.civ@health.mil and tonya.r.kreps.civ@health.mil. The government reserves the right to conduct a competitive procurement or proceed with the sole source award based on submissions received; requests containing only questions will not be considered affirmative responses. This notice is not a request for quotations, and no formal solicitation document currently exists for this requirement.

Text version
The Defense Health Agency Contracting Activity (DHACA) intends to award a Firm Fixed Price, sole source contract on behalf of the Defense Health Agency (DHA) to Dataworks Development Inc, located at 6608 216th ST SW STE 100, Mountlake TER, WA 98043-2084 USA under the RFO 12.102(a) – For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision. Dataworks Development, Inc. is the only provider of Freezerworks laboratory database products and all related add-on modules.
