About this opportunity

The U.S. Army Medical Command has issued a Notice of Intent to Sole Source for blood bank reagent testing supplies and equipment for the Department of Pathology at Bayne-Jones Army Community Hospital at Fort Polk, Louisiana. The government intends to award a sole source Firm-Fixed Price contract valued at $507,163.53 to Ortho-Clinical Diagnostics, Inc. of Raritan, New Jersey. The procurement covers one fully automated transfusion analyzer system and one independent workstation, including all necessary instruments, ancillary equipment, maintenance, services, repairs, support, and parts required to maintain optimal operating conditions. The contract period spans from October 1, 2025, through September 30, 2026, with four additional twelve-month option years available. This sole source action is being pursued under FAR 13.501(a)(1)(ii) authority for simplified procedures covering certain commercial items.

The primary purpose of this notice is to inform the vendor community of the government's intent to proceed with a sole source procurement, as market research conducted from March 19-26, 2025, identified no other vendors capable of meeting the government's specific requirements. Interested vendors must respond to this notice by June 25, 2025, though the notice explicitly states it does not constitute a formal solicitation and the government will not reimburse any costs incurred in responding. The procurement is restricted to Ortho-Clinical Diagnostics as the only identified source that can provide the required transfusion testing capabilities for the military medical facility. This notice serves informational purposes only and does not guarantee the issuance of a formal Request for Proposal, Invitation for Bid, or Request for Quote. The contract award is contingent upon Defense Health Program FY26 funding availability and represents a critical capability requirement for military medical readiness operations.
