About this opportunity
The Library of Congress, through its Contracts and Grants Directorate, has issued a Notice of Intent to Sole Source a Service Support Agreement for a Bruker AmaZon mass spectrometer to Bruker Scientific, LLC, located in Billerica, Massachusetts. This special notice was posted on March 18, 2026, and serves as a public announcement of the Library's intent to award a firm fixed price contract without competition. The contract value falls below the simplified acquisition threshold of $250,000 but exceeds the $25,000 public notice threshold. The work will be performed at the Library of Congress Preservation Research and Testing Division in Washington, DC, with a performance period running from September 29, 2026, through September 28, 2030. This announcement serves as both the Library's notice of intent to sole source and the public posting of the approved Justification and Approval, fulfilling all public posting requirements with no additional notices required after award.
The purpose of this contract is to provide comprehensive service support for the Bruker AmaZon mass spectrometer, including unlimited on-site repairs, replacement parts, labor, travel, telephone and email support, and annual preventative maintenance visits. The Library justified sole sourcing to Bruker under Federal Acquisition Regulation 6.302-1, establishing that Bruker is the original manufacturer and only authorized service provider with exclusive access to technical knowledge and replacement parts necessary for proper equipment servicing. The comment period closed on April 2, 2026, and no competing sources expressed interest during the 15-day advance notice period posted on sam.gov. No proposals are being solicited from other parties, and no separate written solicitation or award notice will be issued, as this notice accomplishes all public posting and synopsis requirements. The contract includes a base period of one year with three optional one-year renewal periods, with all service performed by Bruker-trained and certified service engineers who must comply with Library of Congress and U.S. Capitol Police security protocols.
