About this opportunity
The Defense Health Agency (DHA) is seeking to procure blood bank reagents and related materials through a sole-source Blanket Purchase Agreement (BPA) for the Navy Marine Readiness Training Command (NMRTC) Sigonella's Laboratory Department. The procured materials include anti-sera products, monoclonal antibodies, albumin, and quality control supplies necessary to support critical blood transfusion operations for inpatient care and serve as the blood depot for the entire European Theatre. Key requirements include that all reagents must be American Blood Bank Association (AABB) and FDA-compliant with current FDA licensing or equivalent approval, and delivery must occur within four days of request with strict temperature control requirements. The DHA intends to award this contract on a sole-source basis to Instrumentation Laboratory S.P.A., located in Milano, Italy, in accordance with 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1). Interested vendors wishing to challenge the sole-source justification must submit technical data capability statements in PDF, MS Word, or MS Excel format by 3:00 PM EST on April 1, 2026, to Melissa Peregrino-White at melissa.peregrino-white.civ@health.mil.
This procurement carries no set-aside designations. The proposed incumbent contractor is Instrumentation Laboratory S.P.A., the single-source supplier identified for award. The contract value is not specified in the notice, though a minimum guarantee of $10.00 is established with fixed unit prices throughout the contract term. The BPA encompasses 29 line items with annual quantities ranging from 1 to 26 units per item depending on the product type. The ordering period is 60 months with a period of performance from April 6, 2026, through February 12, 2027, with invoices submitted to U.S. NMRTC Italy Materials Management and monthly payments authorized through the Commercial Bill Pay Office (CBPO) Naples following delivery and acceptance.
Notice text
This requirement is for the Blanket Purchase Agreement Call for materials necessary for Navy Marine Readiness Training Command (NMRTC) Sigonella’s Laboratory Department’s Blood Bank. The Laboratory Department’s Blood Bank Program supports inpatients’ needs, ships and other facilities. The program requires materials for safe blood transfusions to render care to patients at U.S NMRTC Sigonella during surgery and childbirth in the event of blood loss. The laboratory is also in charge of the blood depot for the entire European Theatre for contingency purposes. Therefore, materials are also required to determine that all units received or processed are correctly identified prior to use in forward deployment and for shortages of blood for OCONUS European sites. Given the critical nature of the testing performed and that the products required strict temperature control, a local supplier is required to ensure product integrity. Defense Health Agency (DHA) intends to negotiate on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1) soliciting from a single source. The proposed supplier is Instrumentation Laboratory S.P.A., Viale Monza 338, Milano, Italy 20128.
