About this opportunity
Department of the Air Force Global Strike Command's 341st Contracting Squadron issued a Notice of Intent to Sole Source a base surveillance camera system installation at Malmstrom Air Force Base, Montana, set aside for Total Small Business, with responses due August 29, 2026 by 12:00 PM MDT. The sole-source designation is limited to Sound Investments Inc, the incumbent contractor that designed and installed the existing unified security camera system feeding the Base Defense Operations Center; the government states that introducing a competing system would create parallel feeds, increase failure points, and compromise real-time threat detection operations. All responsible sources may submit capability statements or proposals demonstrating clear and convincing evidence that competition would benefit the Government. The 120-day performance period begins upon contract award, with work scheduled Monday through Friday from 0730 to 1630 (excluding federal holidays) at multiple base locations including Medal of Honor Memorial Park and 11 major intersections. Installation deliverables include outdoor heated box and PTZ IP cameras with 8MP 1/2" sensors at 3840x2160 resolution and 50 FPS, CAT 6 data wiring, servers providing 60 days recording capacity, and UPS battery backup with 20-minute reserve power. All components must be NDAA-compliant; new poles must be 35-foot class 5 butt-treated LPP poles. The contractor must provide operator training, preventive maintenance schedules per DAFI 31-101, comprehensive documentation, and one-year parts and labor warranty with 24-hour on-site service and 48-hour component repair or replacement. Responses must be submitted to A1C Barek Webster at barek.webster@us.af.mil or Jennifer Lodmell at jennifer.lodmell.1@us.af.mil.
