About this opportunity
The Centers for Disease Control and Prevention (CDC) has issued a Notice of Intent to award a sole source annual maintenance agreement to Siemens Industry INC for building automation system services at the CDC's NIOSH facility in Morgantown, West Virginia. The procurement is valued at approximately $90,380 and will be executed as a firm fixed price task order under GSA Schedule GS07F217CA. The CDC intends to negotiate exclusively with Siemens Industry INC under the authority of FAR 13.106-1(b) for Simplified Acquisition Procedures. This sole source justification is based on Siemens holding exclusive licensing agreements and proprietary data for the software and equipment used in the facility's heating, ventilation, and air conditioning controls. The notice was posted on August 19, 2025, representing a follow-on contract to maintain critical building automation systems at this specialized research facility.
The primary objective of this procurement is to ensure optimal and reliable operation of the automated HVAC control systems at the NIOSH facility through professional onsite maintenance services. While this is not a request for competitive quotations, the CDC has indicated that any quotations or responses received within five days of the notice issuance will be considered by the government. Interested parties must submit their quotations or responses via email to the contract specialist at zvm0@cdc.gov by 1:00 PM EST on August 22, 2025. The CDC retains full discretion in determining whether to proceed with competitive procurement based on responses received. The justification for sole source procurement is grounded in the significant existing investment in Siemens systems and the need to maintain consistency in these highly specialized research facilities. Any information received will primarily be used to evaluate whether a competitive procurement process should be conducted instead of the proposed sole source arrangement.
