About this file
This document is a Justification for Sole Source Procurement under $250,000 for the Centers for Disease Control and Prevention (CDC), specifically for the National Institute for Occupational Safety and Health (NIOSH) in Morgantown, WV. The procurement is for yearly maintenance service of the Siemens Building Automation System, with Siemens Industry, Inc. as the sole proposed vendor. The estimated procurement amount is $90,380.08, and the contract will be executed under GSA Schedule GS-07F-217CA.
The justification is based on FAR 8.405-6 "Limiting Sources" criteria, specifically the "Only One Source" rationale. NIOSH has determined that Siemens is the exclusive provider of their proprietary HVAC controls equipment and software, with a centralized CDC-approved Building Automation server. The procurement is a follow-on to a previous contract (75D30319F04374) that expired on 12/31/2023. No alternative vendors were considered due to the significant existing investment in Siemens systems and the need to maintain consistency in these highly specialized research facilities. The contract is set to be certified by the Program Office on May 3, 2024, and by the Contracting Office on August 14, 2025.
