About this opportunity
The Massachusetts National Guard Purchasing and Contracting Division, procuring on behalf of the Massachusetts Air National Guard Recruiting and Retention program, intends to award a sole-source, firm-fixed-price contract for a comprehensive localized advertising and marketing campaign by August 22, 2026. Springfield Hockey LLC (DBA Springfield Thunderbirds) is the sole intended awardee under FAR 12.102 (Commercial Procedures).
The requirement spans a 12-month base year with four optional 12-month extension years, with an estimated total value of $150,000.00. Performance occurs at the MassMutual Center in Springfield, Massachusetts during Springfield Thunderbirds home games.
Services include concourse tabling and recruiting booths during games, GlassMax dasherboard signage around the arena, "Three Stars of the Game" on-ice promotions and brand announcements, and box office lobby poster advertising. The advertising campaign targets localized recruiting demographics specific to the team's fan base.
The sole-source justification rests on Springfield Hockey LLC's exclusive ownership and control of promotional inventory, licensing, and arena advertising rights during team sporting events. The Government states no other vendor, advertising agency, or third party can legally provide in-game promotions, dasherboard advertising, or authorized concourse access for this minor league hockey team.
Although this is not a competitive solicitation, FAR 5.101 permits submission of capability statements, proposals, or quotes from responsible sources who believe they can provide the specified services.
