About this opportunity

The Defense Health Agency intends to award a sole-source contract to BIO-RAD LABORATORIES for reagent supply and rental of BioPlex 2200 automated analyzers and compatible consumables, with a deadline for interested parties to submit written objections by July 31, 2026. Authority for this non-competitive award rests on 10 USC 2304(c)(1), asserting only one responsible source exists. The Government will procure under Other than Full and Open Procedure in accordance with FAR part 6 and Commercial procedures in FAR part 12.

The analyzer must support high-volume laboratory operations with capacity to test up to 25 different analytes from a single sample, a test menu of at least 50 assays covering autoimmune, infectious disease, and specialty immunoassay testing, and throughput of at least 1,400 results per hour with a 45-minute rapid time-to-first result. Physical dimensions are constrained: height no larger than 4.4 feet, width no larger than 4 feet 3 inches, depth no larger than 2 feet 10 inches, with 3 feet operational clearance required. The system must require less than 10 minutes daily maintenance and 30 minutes or less for automated weekly maintenance, with electronic tracking of maintenance tasks.

Work is performed at Wilford Hall Ambulatory Surgical Center under a contract period running from August 24, 2026 through August 23, 2028 (one base year and one one-year option). The contractor provides two complete analyzer systems with associated equipment, all reagents, consumables, preventive maintenance, emergency repairs completed within 24 hours, and technical support during operating hours.

Notice of Intent to Sole Source

The Defense Health Agency (DHA) intends to award a sole-source contract with BIO-RAD LABORATORIES for the following: Reagent/Rental for a fully automated, random-access analyzer that simultaneously detects and quantifies multiple analytes from a single low volume sample, equivalent to the BioPlex 2200 system and its compatible reagents and consumable products. The NAICS code is 325413. The authority for this non-competitive award is 10 USC 2304(c)(l), Only one responsible Source. The Government intends to procure this sole source requirement under Other than Full and Open Procedure IAW FAR part 6 and Commercial procedures in FAR part 12.

Must be designed for high-volume laboratories, at a minimum, capable of testing up to 25 different analytes from a single sample tube. Must have a test menu that includes at least 50 assays (in addition to current MMRV testing needs) for autoimmune, infectious disease, and specialty immunoassay testing. Must streamline workflow with high throughput (at least up to 1,400 results/hour),  rapid time-to-first result (45 minutes), and broad assay capability in autoimmune and infectious diseases. The system must offer a significant reduction in labor costs and improved patient care through faster, more detailed diagnostic information.

Required Salient Characteristic of the Analyzer

Physical Dimensions (space is extremely limited)

  • Height: no larger than 4.4’
  • Width: no larger than 4’ 3”
  • Depth: no larger than 2’ 10”
  • Operational clearance approximately 3’

Minimal System Maintenance:

  • Less than 10 minutes per day
  • Automated weekly maintenance requires 30 minutes or less
  • Electronic tracking of required maintenance tasks
  • Ensures maintenance is completed when due
  • Minimal hands-on time and labor devoted to maintenance procedures

Test Specifications-MMRV:

Assay                             Specificity

Measles IgG                100% (93/93)

Mumps IgG                  100% (83/83

Mumps IgG                    98.1%–98.8%

Rubella IgG                    94%–98.8%

Varicella zoster            92.2%–96.8%

Responsible sources may submit a capability statement, which shall be considered by the Defense Health Agency (DHA). Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government and the proposed analyzer meets all minimum government requirements. If no affirmative written responses are received by 4:30 pm (CST) on July 31, 2026, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
