About this opportunity
The Department of the Air Force Pacific Air Forces published this Special Notice on March 30, 2026, announcing its intent to award a single source purchase order to Techno Co., Ltd. for the relocation of a 24/7 Access Control and Surveillance System at Misawa Air Base in Japan. The work involves relocating equipment from Potter Fitness Center (Building 622) to Building 620 and the Community Commons (Building 1006), with an anticipated performance period of 30 days from award. This is a follow-on service to a previous contract for security system installation and represents a non-competitive procurement action. However, the government will consider proposals from other qualified vendors submitted within 7 days of publication. The notice is issued under the authority of Federal Acquisition Regulation 12.102(a), which permits single source contracting under specific circumstances.
The objective of this procurement is to complete the integration of the 24/7 security system hub at Building 620, which cannot proceed until the existing system is relocated and fiber optic cabling is installed between the buildings. Interested parties must submit a letter of intent by April 5, 2026, demonstrating their ability to provide equivalent services and explaining why they should be considered as an alternative to the single source awardee. Contractors must be registered in the System Award Management (SAM) and Wide Area Work Flow (WAWF) systems, and personnel must possess security systems and camera installation certifications. The work includes relocating access control equipment, installing 16 of 20 cameras, providing fiber optic cabling installation through a subcontract, installing a new portable audio-visual system, and integrating a new 24/7 locking system, all while complying with OSHA standards, U.S. Air Force safety requirements, and Japanese environmental regulations. Work is scheduled in coordinated phases with equipment removal and fiber optic installation to be completed by April 30, 2026.
