About this opportunity

The 628th Contracting Squadron at Joint Base Charleston intends to award a single-source contract to Southern Software Inc. for the procurement, installation, and support of one Computer Aided Dispatch (CAD) System and one Mobile Data Information System (MDIS) for JB Fire and Emergency Services. The Department of the Air Force Air Mobility Command is seeking these systems to enhance dispatch operations, improve data management, and ensure reliable emergency response capabilities with 100% instant communications with surrounding county dispatch systems. The system must be compatible with Microsoft SQL Server, integrate with Berkeley County Emergency Dispatch, and interface with the existing E-911 VESTA R7 system. The government has determined that Southern Software is the only vendor capable of fulfilling this requirement due to their existing 10-year agreement with Berkeley County Emergency Dispatch, which includes exclusive CAD-to-CAD system support that is essential for real-time emergency response interoperability. While this is a notice of intent for single-source procurement under FAR 13.106-1(b)(1), responsible sources may submit quotations for consideration by July 11, 2025, at 1600 hours. Questions and responses should be directed to the contracting specialist and contracting officer via email.

This procurement does not utilize any set-aside designations and is structured as a firm-fixed-price purchase order. Southern Software Inc. (CAGE: 4JP22) is the intended single-source contractor based on their exclusive capability to provide the required CAD-to-CAD interoperability with Berkeley County's existing system, which is currently in its sixth year of a 10-year agreement. The contract includes a 60-day performance period from award for system installation and implementation, followed by an additional one-year maintenance period. Key deliverables include CAD software with full and admin positions, MDIS licenses, project management services, installation, personnel training, and 24/7 ongoing support services. The procurement falls under NAICS code 541511 for Custom Computer Programming Services and PSC code DA10 for IT and Telecom Business Application Software as a Service. Acceptance criteria require full software installation, personnel training completion, and successful functional testing by JB Fire and Emergency Services personnel.

Notice text

THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1). This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is FA441825Q0041.

The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a firm-fixed-price purchase order for Computer Aided Dispatch (CAD) and Mobile Data Information System (MDIS) to Southern Software Inc.; CAGE: 4JP22.  The Government’s requirement is for the procurement, installation, and support of one (1) Computer Aided Dispatch (CAD) System and one (1) Mobile Data Information System (MDIS) for JB Fire and Emergency Services located at JB CHS, SC (see Attch-01, Statement of Work). The system enhances dispatch operations, improves data management and ensures a reliable support for emergency response activities and 100% instant communications capabilities with surrounding county's dispatch systems. Southern Software is the only vendor capable of fulfilling the requirement due to an existing 10-year agreement with Berkeley County Emergency Dispatch (entering 6 year in 2025), which includes a CAD-to-CAD system supported exclusively by Southern Software. JB Fire and Emergency must maintain direct CAD-to-CAD interoperability with Berkeley County’s dispatch center in order to receive and respond to emergency calls in real-time.

This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
