About this opportunity
The 628th Contracting Squadron at Joint Base Charleston, under the Department of the Air Force Air Mobility Command, has issued a notice of intent to award a single source contract for Computer Aided Dispatch (CAD) and Mobile Data Information System (MDIS) services. This special notice, posted on July 9, 2025, is not a request for competitive quotes but rather an informational announcement pursuant to Federal Acquisition Regulation 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold. The government intends to award a firm-fixed-price purchase order to Southern Software Inc. (CAGE: 4JP22) for the procurement, installation, and support services of the dispatch systems. The contract reference number is FA441825Q0041 and falls under the custom computer programming services NAICS category. Joint Base Charleston's Fire and Emergency unit requires these systems to enhance dispatch operations, improve data management, and ensure reliable support for emergency response activities.
The primary objective of this procurement is to establish instant communication capabilities between Joint Base Charleston and Berkeley County Emergency Dispatch through a CAD-to-CAD system that enables real-time emergency call interoperability. Southern Software is being selected as the sole source due to their existing 10-year agreement with Berkeley County Emergency Dispatch, which includes exclusive support for the CAD-to-CAD system required for seamless integration. While this is not a competitive solicitation, responsible sources may submit quotations for consideration by July 11, 2025, at 4:00 PM EST. The Statement of Work specifies requirements for Microsoft SQL Server compatibility, multi-jurisdictional operations support, comprehensive reporting capabilities, integrated mapping with Automatic Vehicle Location, and 24/7 support services with a 60-day completion timeline. Contractors must provide installation, training, project management services, and one year of additional support, with acceptance criteria including full software installation, personnel training, and successful functional testing. Responses and questions should be directed to the contracting specialist and contracting officer via email, though the government reserves sole discretion in determining whether to conduct a competitive procurement based on any responses received.
Notice text
THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1). This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is FA441825Q0041.
The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a firm-fixed-price purchase order to Southern Software Inc. (CAGE: 4JP22) for the procurement, installation and support services of one (1) Computer Aided Dispatch (CAD) System and one (1) Mobile Data Information System (MDIS) for JB CHS's Fire and Emergency unit located at JB CHS, SC (see Attch-01 - Statement of Work dated 05 Jun 2025). The systems are anticipated to enhance dispatch operations, improve data management and ensure reliable support for emergency response activities. Southern Software's system(s) will allow JB CHS to have instant communication capabilities with a surrounding local county's in-place dispatch system. Southern Software is the only vendor capable of fulfilling the requirement due to an existing 10-year agreement with Berkeley County Emergency Dispatch (entering 6 year in 2025), which includes a CAD-to-CAD system supported exclusively by Southern Software. JB CHS Fire and Emergency must maintain direct CAD-to-CAD interoperability with Berkeley county’s dispatch center in order to receive and respond to emergency calls in real-time.
This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Address responses and/or questions regarding this announcement to Ms. Alicia Corey (Contracting Specialist) at alicia.corey@us.af.mil and Ms. Taylor McDaniel (Contracting Officer) via email at taylor.mcdaniel.1@us.af.mil. Responses must be received no later than Friday, 11 July 2025 @ 1600 (4PM EST).
