The sole source award is intended for ThermoFisher Scientific Company, the exclusive manufacturer of this highly specialized laboratory equipment. The determination to pursue sole source contracting is based on ThermoFisher Scientific's exclusive manufacturing status and proprietary ownership of the data collection and service tools software, which prohibits third-party access and use. This Special Notice was posted on December 18, 2025, and is published in compliance with Federal Acquisition Regulation (FAR) requirements to provide transparency regarding the government's procurement intentions.
The primary objective of this Special Notice is to notify the contracting community of NOAA's preventative maintenance requirements for specialized scientific instrumentation while providing an opportunity for competing firms to submit substantiating documentation demonstrating their capability to meet the government's needs. Interested contractors have 15 days from publication (until January 2, 2026) to submit written documentation outlining their qualifications; however, this notice explicitly states it is not a request for competitive proposals and no solicitation package is currently available. The contract will be structured as a firm fixed-price agreement under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance), with a primary performance period from January 5, 2026 through January 4, 2027, plus four optional renewal years. While the applicable small business size standard is $34.0 million, the government retains full discretion to evaluate submitted documentation and determine whether to proceed with competitive procurement or continue with sole source award to ThermoFisher Scientific.
