About this opportunity

This procurement falls under the authority of FAR 13.106-1(b) and 41 U.S.C. 3304(a)(1), indicating the government's intention to solicit and negotiate with only one source. The contract opportunity is managed by the Department of Health and Human Services CDC Office of Acquisition Services and carries the NAICS code 611430 for Professional and Management Development Training. While this is not a request for competitive proposals, the government will consider responses from interested parties who can demonstrate their capability to meet the requirement. All responses must be submitted via email to contract specialist Ruben Reyes at qmz3@cdc.gov by 12:00 AM on August 12, 2025, which is seven days from the notice posting date of August 5, 2025.

This procurement does not utilize any set-aside designations, making it available to all eligible contractors. WebMD Health Corp has been identified as the intended sole source contractor for this technical services requirement. The notice does not specify contract values, budget ranges, quantities of goods, or specific timelines for service delivery, focusing instead on the government's intent to proceed with a non-competitive award. The government retains full discretion to determine whether to conduct a competitive procurement based on any responses received during the seven-day comment period. Information received will primarily be used to assess whether competitive procurement procedures should be implemented rather than proceeding with the planned sole source award to WebMD Health Corp.
