About this opportunity

The Department of Health and Human Services issued a Notice of Intent to Award Sole Source for renewal of ScholarOne Manuscripts and Web of Science Reviewer Locator subscriptions supporting the CDC's Emerging Infectious Diseases journal, with a response deadline of August 31, 2026. The acquisition is restricted to Silverchair Science + Communications, LLC, which acquired the ScholarOne platform from Clarivate in 2024 and is identified as the sole source capable of maintaining compatibility with the journal's 20 years of legacy data and customized workflow configuration.

The requirement covers a one-year base period from July 30, 2026 through July 29, 2027, with one optional one-year renewal period. The platform must support 2,000 to 9,000 original manuscript submissions plus revisions annually, manage thousands of files across revision stages, and provide simultaneous access for administrative, editorial, and production staff. Capabilities required include 24/7 web-based access for global authors and reviewers, customizable workflow tracking for copy editing and production, individual author and reviewer dashboards, comprehensive reporting for authors, reviewers, associate editors, and management teams, and integration with Web of Science for reviewer recommendations.

Interested parties may submit capability statements within three calendar days to matthew.fein@hhs.gov to demonstrate ability to provide ScholarOne Manuscripts and Web of Science Reviewer Locator or equivalent capability without operational disruption. If no affirmative responses are received, HHS intends to proceed with award to Silverchair without further notice. The acquisition is classified under NAICS 541519 and PSC 7A21, conducted under FAR 12.102 authority.
