About this file
This is a Notice of Intent to Award a Sole Source Contract issued by the Department of Health and Human Services (HHS), Assistant Secretary for Financial Resources (ASFR), Office of Mission Acquisition Solutions (OMAS). HHS intends to award a sole-source, firm-fixed-price contract to Silverchair Science + Communications, LLC for the renewal of annual subscriptions and licenses for ScholarOne Manuscripts and Web of Science Reviewer Locator for Publishers. The contract will support the Centers for Disease Control and Prevention (CDC) Emerging Infectious Diseases (EID) journal's electronic manuscript submission and peer review system. The anticipated contract period consists of a one-year base period from July 30, 2026 through July 29, 2027, with one optional one-year renewal period from July 30, 2027 through July 29, 2028. The acquisition is classified under NAICS Code 541519 (Other Computer Related Services) and PSC Code 7A21 (IT and Telecom – Business application software) and is being conducted under FAR 12.102 authority.
The required platform must support the complete manuscript lifecycle, including online manuscript submission with revision and multimedia file capabilities, peer review process management and tracking, electronic routing and review of materials and proofs, reviewer recommendations and editorial comments, communication among authors, editors, reviewers, and production staff throughout the editorial workflow, and post-acceptance workflow management through copy editing and production. Silverchair is identified as the sole source because it acquired the ScholarOne platform from Clarivate in 2024 and is the only known vendor capable of providing continued access to the existing platform with compatibility to the journal's established configuration and legacy content. Interested parties may submit capability statements electronically within three calendar days of notice posting to matthew.fein@hhs.gov to demonstrate their ability to provide the ScholarOne Manuscripts platform and Web of Science Reviewer Locator or equivalent capability without operational disruption. If no affirmative responses demonstrating capability are received, HHS intends to proceed with award to Silverchair without further notice.
