About this file
This is a Statement of Need (SON) for a ScholarOne Manuscripts Peer-Review Workflow System annual subscription license agreement submitted by Project Manager Sarah Turner of the CDC/NCEZID/OD for the Emerging Infectious Diseases (EID) journal. The requirement is classified as a follow-on license agreement for a third-party, proprietary online peer-review management system. The CDC has maintained continuous use of ScholarOne through Clarivate Analytics (US) LLC under three successive purchase/task orders: 75D30120P09087 (7/2020–7/2022), 75D30122P14853 (7/2022–7/2024), and 75D30124P19842 (7/2024–7/2026), with Clarivate later acquired by Camelot U.S. Acquisition 13 Co. CO. The requirement is identified as a brand name acquisition requiring justification, as the EID journal requires ScholarOne specifically due to over 20 years of legacy data, customized workflow optimization, and extensive configuration work completed with Clarivate's technical support staff over the past two years.
The acquisition includes two integrated products: Web of Science—Reviewer Locator for Publisher (Code WoSRevLoc_1001) and ScholarOne Manuscripts Annual Subscription (Code S1MAnnual_1001), each for a one-year term. The license must support 2,000 to 9,000 original manuscript submissions plus all revisions annually, manage thousands of files in various revision stages, and provide simultaneous access for administrative, editorial, and production staff. Required capabilities include customizable workflow and tracking for copy editing and production assignments, 24/7 web-based access for global authors and reviewers, individual author and reviewer dashboards, comprehensive reporting and tracking for authors, reviewers, associate editors, and management teams, and integration with Web of Science for reviewer recommendations. The period of performance is one year base with one year option period (two years total).

EID’s customized workflow uses has been optimized for the journal's specific needs for managing, tracking, and reporting. Moreover, during the last two years, EID staff have worked with technical support staff from Clarivate to streamline reporting processes, track workflow, improve metrics available for performance, and update and revise numerous templates for emails that address a multitude of situations, e.g, rejection, revise and resubmit, provisional or conditional acceptance, resubmit as different category or article.
