About this opportunity
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West, has published a Notice of Intent to Award a sole source contract for medical equipment procurement. The agency intends to award a firm fixed-price supply contract to Nihon Kohden America, LLC for a Polysomnograph Polybed Complete with PSG-1100 system. This procurement is designated for use at Misawa Air Base and falls under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing. The contract is valued at meeting the small business size standard of 1,300 employees and carries Product Service Code 6515 for Medical and Surgical Instruments, Equipment, and Supplies. The sole source justification is based on Nihon Kohden America being the only vendor with the required Authorization to Operate (ATO) for the PSG system that can meet the government's specific requirements.
The primary objective of this procurement is to enable the Misawa Medical Treatment Facility to perform level 1 sleep testing on-site rather than referring over 280 patients annually to external facilities for sleep studies. The equipment must be delivered by September 30, 2025, and the government has established August 12, 2025, at 1000 Pacific Daylight Time as the deadline for any challenges or capability statements. Interested vendors who wish to challenge the sole source determination must submit capability statements not exceeding six pages using 10-point font or larger, including management, technical, and cost information that demonstrates their ability to provide the required sleep study system. All submissions must be sent electronically to Barrett S. Taylor at barrett.s.taylor.ctr@health.mil, and telephone requests will not be accepted. The government reserves sole discretion in determining whether to proceed with the sole source award or conduct a competitive procurement based on responses received.
