About this opportunity

The National Library of Medicine, under the Department of Health and Human Services, issued a Notice of Intent to Award a sole-source contract for renewal of its docWizz Pro Plus Imaging Software licenses on September 4, 2026, with a September 9, 2026 deadline for capability statements demonstrating equivalent alternatives. The acquisition is restricted to CCS Content Conversion Specialists unless an interested party submits evidence of capability to provide functionally equivalent software without operational disruption within three calendar days of notice posting.

The software supports NLM's digitization and long-term preservation of historical medical materials, managing digitization workflows and post-capture image processing while integrated with NLM scanners, its internally developed Digital Project Quality Assurance System, and the NLM Digital Repository. The contract will cover software licensing, maintenance, updates, and troubleshooting to maintain Windows 11 compatibility and NLM security compliance, with remote maintenance performed under NLM personnel supervision.

The anticipated award runs from September 15, 2026 through September 14, 2027 (base period), followed by four one-year option periods extending through September 14, 2031. HHS is acquiring commercial items under FAR Part 12 using lowest-priced technically acceptable procedures (NAICS 541519; PSC 7A21). Offers are due September 9, 2026 at 12:00 PM ET to Matthew Fein at matthew.fein@hhs.gov (301-272-9114). If no affirmative capability statements are received, HHS will proceed to award CCS without further notice.

The requirement includes continued software licensing, maintenance, updates, and troubleshooting to ensure the existing installation remains operational, compatible with Windows 11, and compliant with NLM security requirements. Maintenance will be performed remotely in coordination with and under the supervision of designated NLM personnel.
