About this file
This is a Notice of Intent to Award a Sole Source Contract issued by the Department of Health and Human Services (HHS), Assistant Secretary for Financial Resources (ASFR), Office of Mission Acquisition Solutions (OMAS).
HHS intends to award a sole-source, firm-fixed-price contract to CCS Content Conversion Specialists (CCS) for the renewal of annual subscriptions and licenses for docWizz® Pro Plus Imaging Software for the National Library of Medicine (NLM). The software supports NLM's digitization and long-term preservation of historical medical print materials, managing digitization workflows and post-capture image processing while integrated with NLM scanners, its Digital Project Quality Assurance System, and the NLM Digital Repository. The contract will include continued software licensing, maintenance, updates, and troubleshooting to ensure operational compatibility with Windows 11 and compliance with NLM security requirements, with maintenance performed remotely under NLM personnel supervision. The anticipated contract consists of a one-year base period from September 15, 2026 to September 14, 2027, followed by four one-year option periods extending through September 14, 2031. The acquisition is conducted under FAR 12.102 using commercial item procedures (FAR Part 12), with NAICS Code 541519 (Other Computer Related Services) and PSC Code 7A21 (IT and Telecom – Business application software).
The sole-source rationale cites CCS as the only reasonably capable source because docWizz® Pro Plus is proprietary software developed and maintained by CCS, used by NLM since 2016. CCS possesses specialized technical knowledge and customizations unique to NLM's requirements, and transitioning to another product would require significant redevelopment and customization. Interested parties may submit capability statements within three calendar days of notice posting to matthew.fein@hhs.gov demonstrating their ability to provide equivalent capabilities without disruption to operations. If no affirmative responses are received, HHS intends to proceed with award to CCS without further notice.

Notice
The Department of Health and Human Services (HHS), Assistant Secretary for Financial Resources (ASFR), O ice of Mission Acquisition Solutions (OMAS), intends to award a sole-source, firm-fixed-price contract to CCS Content Conversion Specialists (CCS) for the renewal of annual subscriptions and licenses for the following software product:
• docWizz® Pro Plus Imaging Software Licensing Agreement - National Library of Medicine (NLM)
The anticipated contract will consist of a one-year base period from 09/15/2026 - 09/14/2027, with the following Option Periods:
• Option Period 1: 09/15/2027 – 09/14/2028
• Option Period 2: 09/15/2028 – 09/14/2029
• Option Period 3: 09/15/2029 – 09/14/2030
• Option Period 4: 09/15/2030 – 09/14/2031.
This acquisition is being conducted using the authority of FAR 12.102, Restricting Competition, under the procedures of FAR Part 12.
Description of Requirement
The National Library of Medicine (NLM) requires a license and maintenance agreement for its existing docWizz® Pro Plus Imaging Software, which supports NLM’s ongoing digitization and long-term preservation of historical medical print materials. The software is used to manage digitization workflows and post-capture image processing and is fully integrated with NLM scanners, its internally developed Digital Project Quality Assurance System, and workflows for ingesting master images and derivative files into the NLM Digital Repository.
The requirement includes continued software licensing, maintenance, updates, and troubleshooting to ensure the existing installation remains operational, compatible with Windows 11, and compliant with NLM security requirements. Maintenance will be performed remotely in coordination with and under the supervision of designated NLM personnel.
Sole-Source Rationale
CCS Content Conversion Specialists GmbH is the only source reasonably capable of meeting NLM’s requirement because docWizz® Pro Plus is proprietary software developed and maintained by CCS and has been used by NLM since 2016. Over that period, CCS has developed and maintained specialized customizations to integrate the software with NLM’s digitization, storage, access, and Digital Repository requirements. CCS possesses the unique technical knowledge and expertise necessary to maintain these customizations, and no comparable software product is known to provide the same combination of required functionality and flexibility. Transitioning to another product would require significant customization to meet NLM’s preservation master file and metadata requirements. Accordingly, CCS is the only vendor capable of providing maintenance and support for NLM’s existing customized docWizz® Pro Plus environment without requiring replacement and redevelopment of the existing solution.
