About this opportunity

The Department of the Army National Guard has issued a Special Notice of Intent to Award a contract to Colonna's Shipyard DBA Steel America for MK VI Patrol Boat Laydown, Storage, and Maintenance Services. The notice pertains to three Mark VI Patrol Boats originally slated for scrapping but acquired by the Michigan Air National Guard from the Defense Logistics Agency (DLA). These vessels have been stored offshore for 9 years and have not been water tested in 2.5 years, creating significant uncertainty about their seaworthiness. The contract will be awarded under Simplified Acquisition Procedures using FAR 13.106-1(b)(1) and FAR 13.106-3(b)(3)(i), which allows for a sole source award. The total estimated contract value is $112,692.43 for a period of 1-4 months, beginning March 13, 2025.

The primary objective of this contract is to provide a secure mechanism for storing, potentially inspecting, and maintaining these patrol boats until the Michigan Air National Guard can determine their seaworthiness and prepare them for shipping. The contract is set aside for total small business participation, with Colonna's Shipyard being the recommended sole source due to the boats' current storage location and the high risks associated with transferring them. Contractors must be prepared to provide all necessary personnel, equipment, tools, materials, supervision, and quality control for towing, lifting, laydown, storage, and minimal maintenance support. Key deadlines include the posting date of February 6, 2025, and the response due date of February 21, 2025. The contract will be billed monthly and will terminate when services are no longer required. The unique circumstances of this opportunity stem from the uncertain condition of the vessels and the need to prevent potential loss of government property during transfer or inspection.

Notice text

The government intends to award MK VI Patrol Boat Laydown, Maintenance, Storage, & Support Services to Colonna's Shipyard DBA Steel America IAW FAR 13.106-1(b)(1) and FAR 13.106-3(b)(3)(i).

Description of Services: The contractor shall provide all personnel, equipment, tools, materials, supervision, utilities, and quality control necessary, to provide towing, lifting, laydown, storage, and maintenance support required for three (3) MKVI Patrol Boats. Services will include storage at the Contractor's Facility, with minimal routine maintenance functions.

The anticipated period of performance for these services will begin 13 March 2025 for an estimated period of one (1) to four (4) months. Services will be billed monthly and end when services are no longer being rendered.

This requirement was created following the Michigan Air National Guard’s acquisition of 3 Mark VI Patrol Boats from DLA that were slated to be scrapped if they were not procured by an outside agency. It is unknown if the watercraft are seaworthy, and they are currently being stored at a Contractor Facility under an existing Navy Contract, number N0018922P0641. The property is to be transferred and stored under a new MING contract. Discussions with the requiring activity indicated that there is a high risk that the vessels are not seaworthy since they have been stored offshore for 9 years and have not been water tested in 2.5 years. Since the seaworthiness of the vessels is unknown, water towing the vessels could result in the loss of government property. Competing the requirement and having them towed prior to inspection, repair, and fit-in could result in the loss of the government property. Under the current Navy contract, there is no authority to conduct inspection/maintenance/repair of the vessels. The only path forward is to transfer the vessels to a MING contract with the contractor that allows for inspection/maintenance/repair services. The storage is temporary until the MING can determine seaworthiness and prepare the vessels for shipping from the contractor facility to Michigan.
