About this opportunity

The Indian Health Service Great Plains Area has published a Notice of Intent to Award a sole source, firm-fixed-price contract to Kodak Alaris for maintenance and service of VistA Imaging infrastructure supporting their Electronic Health Record system. The contract involves maintaining a VistA Imaging DVD Jukebox archiving device that stores clinical images, scanned documents, and other non-textual patient data at the OIT Datacenter in Albuquerque, New Mexico. The agency is seeking a waiver from competitive bidding requirements under FAR 6.302-1, citing that only one responsible source exists to meet their specific requirements. Kodak Alaris is positioned as the sole qualified vendor because they purchased Alliance Storage Technologies, the original manufacturer of the DVD Jukebox equipment. The total estimated contract value is less than $60,000 and covers maintenance services for Federal, Tribal, and Urban healthcare facilities in the Great Plains Area.

The primary objective of this Notice is to inform the contracting community of the agency's intent to award without competition while providing an opportunity for interested parties to challenge this determination by August 11, 2025. Contractors wishing to respond must provide clear and convincing evidence that competition would be advantageous to the government, cost-effective, and would not impede the agency's standardization mission. The contract structure includes a base year from July 15, 2025, to July 14, 2026, with four potential option years extending through 2030, covering standard maintenance, software maintenance, and software assurance services. All inquiries must be submitted via email to Contract Specialist Mona Weinman with a specific subject line format, and the agency emphasizes this is not a request for quotes or proposals. The maintenance services will include on-site support during business hours, equipment adjustments, parts replacement, troubleshooting, and software updates to ensure continued operation of the critical patient imaging archive system.
