About this opportunity

The Department of Veterans Affairs has issued a Special Notice of Intent to award a succeeding lease for medical office space in Lincoln, Maine, using other than full and open competition under Federal Acquisition Regulation (FAR) 6.302-1, which permits procurement from a single responsible source when no other supplies or services will satisfy agency requirements. The notice applies to an existing Community Based Outpatient Clinic (CBOC) lease for the Veterans Health Administration. This procurement is classified under NAICS code 531120 (Lessors of Nonresidential Buildings) and PSC code X1DZ (Lease/Rental of Other Hospital Buildings). The VA has determined that proceeding with the current lessor is the most economically advantageous option, though the agency remains open to evaluating alternative space if justified by cost savings.

The VA seeks to lease approximately 3,800 assignable building area square feet of medical office space within a defined geographic area in Lincoln, Maine, with requirements for 10 total parking spaces, including 2 reserved spots. The procurement is structured as a 10-year lease with a 5-year firm term followed by a 5-year soft term option. Interested contractors must submit written notification to the contracting officer by 10:00 AM Eastern Time on May 1, 2026, accompanied by supporting documentation that demonstrates their ability to meet the space requirements, including building details, square footage information with conversion rates, ownership information with written authorization from legal representatives or brokers, and available parking specifications. There are no specific eligibility restrictions beyond the requirement to provide a responsible source capable of supplying the required medical office space. If no responses are received by the deadline, the VA will proceed with a sole source acquisition of the existing lease location.
