About this file
This is a Special Notice announcing the Department of Veterans Affairs' (VA) intent to award a succeeding lease for a Community Based Outpatient Clinic (CBOC) in Lincoln, Maine, using other than full and open competition under FAR 6.302-1 (only one responsible source). The procurement involves leasing medical office space within a defined geographic area bounded by State Road 157 to the north, State Road 116/Route 2/Lee Road to the south, Winn Road/Route 2 to the east, and I-95 to the west. The space requirements include a maximum of 3,800 assignable building area square feet, 10 total parking spaces (all surface parking with 2 reserved), and a 10-year term structured as a 5-year firm term followed by a 5-year soft term. The NAICS code is 531120 (Lessors of Buildings).
Interested parties may submit written expressions of interest by 10:00 AM Eastern Time on May 1, 2026, to Tammy Buckwalter, Lease Contracting Specialist, at Tammy.buckwalter@va.gov. Supporting documentation must include the building name, address, and location; rentable square footage and ABOA square footage with conversion rate; building ownership information with written permission from brokers or legal representatives; and available on-site parking details. The Government is considering alternative space if economically advantageous, factoring in relocation costs including physical moves, tenant improvements, telecommunications infrastructure, and agency downtime. The contracting office is located at the Department of Veterans Affairs VAMC (613), VISN 5 Contract Satellite Office, 510 Butler Avenue, Building 306A, Martinsburg, West Virginia 25405. If no responses are received by the deadline, the VA will proceed with a sole source acquisition.
