About this opportunity
The 17th Contracting Squadron at Goodfellow Air Force Base has issued a Special Notice of Intent to Award a Sole-Source Contract to Monaco Enterprises Inc. for technology upgrade and preventive maintenance services. The Department of the Air Force Air Education and Training Command published this notice on July 10, 2025, for a firm fixed-price contract involving the Monaco D-21 fire alarm systems located in the Emergency Communication Center. The work will be performed across three buildings (3321, 3323, and 517) and includes both primary and alternate emergency communication locations. Monaco Enterprises Inc., based in Spokane Valley, Washington, is designated as the sole source provider due to their status as the original manufacturer and exclusive owner of the proprietary software systems. The contract encompasses two main components: a Windows 11 technology upgrade and a subsequent six-month preventive maintenance inspection.
The primary objective of this sole-source contract is to modernize outdated fire department emergency communication systems by replacing legacy hardware, servers, computers, and unsupported Microsoft Windows software with Windows 11-compatible equipment. The contract includes two Contract Line Items (CLINs) covering the technology upgrade phase and preventive maintenance inspection, with a total performance period of 12 months. While this is not a competitive solicitation, interested parties may submit capability statements by 1300 CDT on July 25, 2025, to challenge the sole-source determination, though they must demonstrate manufacturer authorization and provide detailed technical specifications. The government justifies the sole-source approach under FAR 6.302-1, citing that only Monaco Enterprises possesses the proprietary software ownership and manufacturer authorization necessary to perform the work without compromising system integrity. The contracting squadron intends to award the contract by August 7, 2025, with capability statements requiring submission to designated Air Force contracting personnel via email.
