About this file

This document is a Sole Source Justification for a technology upgrade and preventive maintenance inspection contract for the Monaco D-21 Systems at Goodfellow Air Force Base. The 17th Contracting Squadron intends to award a sole-source, firm fixed-price contract to Monaco Enterprise Incorporated (MEI) for upgrading fire department Emergency Communication Center systems in buildings 3321, 3323, and 517. The project involves removing outdated hardware and software, installing new Microsoft Windows-11 compatible equipment, and conducting a six-month preventive maintenance inspection.

The contract is justified because MEI is the original manufacturer with proprietary software and exclusive ownership of the system, making them the only authorized vendor capable of performing the upgrade and maintenance. The estimated contract is being processed under FAR Parts 6 and 13, with a target award date of 07 August 2025. MEI has a Federal Supply Schedule (GSA Contract #47QSWA19D003J) that establishes pricing for hardware and technician wages. Interested parties can submit capability statements by 1300 CDT on 25 July 2025 to potentially challenge the sole-source determination, though the government believes no other vendors can meet the specific system requirements.

I. Contracting Activity.

17th Contracting Squadron, PKB, Goodfellow AFB Texas, Air and Education and Training Command

(AETC)

II. Nature and/or description of the action being processed.

The action being processed is to purchase a service from Monaco Enterprise Incorporated as a sole source firm fixed-price contract utilizing FAR Parts 6 and 13.

III. Description of supplies/services required to meet agency needs.

This requirement is a technology upgrade and preventive maintenance inspection for the Monaco D-21 Systems that are in the fire department Emergency Communication Center (ECC) primary and the alternate locations in buildings 3321, 3323, and 517. The technology upgrade will involve removal of existing hardware, servers, computers, and components outdated or no longer supported Microsoft Windows software. Monaco Enterprise Incorporated (MEI) would be required to install new hardware, computers, and software in compliance with the newest version of Microsoft Windows-11 compatible hardware, servers, computers, components, and software. After the installation, there will be a preventive maintenance inspection six months later to ensure the system maintains reliability in providing continuous uninterrupted fire alarm notification and receiving capabilities from facilities. MEI will provide a discrepancy report with recommended solutions, warranty information, and system diagrams.

IV. Statutory authority permitting other than full and open competition.

In accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, (a) Authority, (1) Citations: 10 U.S.C 3204(a)(1). The preventive maintenance and inspection is only performed by Monaco Enterprise Inc. (MEI) because the systems are primarily comprised of proprietary software developed by MEI and MEI licensed vendors, which is then licensed directly to our end users. MEI retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment. System designed performed by a MEI Applications Engineer to ensure seamless integration with the existing Monaco D-21 system at Goodfellow AFB, TX.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

MEI is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment and Services currently in use at Goodfellow AFB. These systems are primarily comprised of proprietary software developed by MEI and licensed vendors, which is then licensed directly to our end users. MEI retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment. System design has been performed by a MEI Applications Engineer to ensure seamless integration with the existing Monaco D-21 System at Goodfellow AFB. Beyond the logistical challenges, allowing external access could negatively impact the critical operations of the fire alarm systems. This includes the potential for disruptions in the automatic signal transmission to the Monaco D-21, as well as the receiving system's ability to accurately interpret these signals in both the primary and alternate Emergency Control Centers (ECC). Ultimately, introducing another company increases the risk of system degradation and equipment failure, leading to substantial and avoidable costs for equipment replacement and

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

17th Contracting Squadron awarded a contract to Monaco Enterprise Incorporated in fiscal year 2024 after confirming that there are no other contractors capable of performing the service via request for information on SAM.gov. Also received a statement from MEI that they do not have any authorized contractors to work on the D-21 Systems and that they are only capable of working on the D-21 Systems.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The anticipated cost to the Government will be determined fair and reasonable because MEI has a Federal Supply Schedule with their GSA Contract #47QSWA19D003J, which establishes the prices for the hardware and wages for the technicians. There are previous purchase similar to this requirement that the Government has purchased in the past year.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The conclusion of the market research is that the installation of hardware, software, and all components for the Microsoft Windows-11 technology upgrade and preventive maintenance inspection for the Monaco D-21 Systems is only to be performed by Monaco Enterprise Incorporated because they are the proprietor of the D-21 System and are only capable to have access to the system and software.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

N/A

X. List of any sources that expressed, in writing, an interest in the acquisition.

No other sources have access to the Monaco D-21 Systems.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

MEI is a proprietary company and is the only company capable of performing the technology upgrade and preventive maintenance inspection on the Monaco D-21 Systems. No other companies can perform this service on the Monaco D-21 Systems.
