About this opportunity

The U.S. Army Corps of Engineers (USACE) has issued a Special Notice of Intent to Award a Sole Source Lease for space at Incheon International Airport in South Korea. The notice pertains to securing lease space for military reception activities across two airport terminals. Specifically, the government requires 15.84 square meters at Terminal 1 and 12.6 square meters at Terminal 2. This lease is intended to succeed an existing lease that is currently expiring. The notice indicates the government plans to proceed using other than full and open competition, which means a non-competitive procurement process.

Interested parties who wish to submit a location for inspection must contact the contracting office by January 10, 2025. Any submissions from entities other than the property owner or manager must include a written permission letter from the property owner. The notice explicitly states that this is not a competitive quote request, and the government will not reimburse any costs associated with preparing a response. The Incheon International Airport Corporation appears to be the sole entity managing facility leasing, which limits competitive opportunities. The government retains full discretion in determining whether to conduct a competitive procurement based on the responses received. Contractors should understand that this is a simplified acquisition under FAR 13.106-1(b)(1) with specific spatial requirements for supporting military activities. The Real Estate Division at Fort Shafter, Hawaii, will be handling the contracting process for this sole source procurement.
