About this file

This is a Single Source Justification document from the U.S. Army Corps of Engineers (USACE), Honolulu District, under FAR 13.106-1(b)(1) for simplified acquisitions. The document outlines the justification for leasing space at Incheon International Airport's Terminals 1 and 2 to support military reception activities.

The justification establishes that competition is limited because the Incheon International Airport Corporation is the sole entity that manages all facility leasing at the airport. The required spaces are specifically needed at Terminals 1 (15.84 square meters) and 2 (12.6 square meters), with the contracting office being the Real Estate Division at Fort Shafter, Hawaii. This acquisition is being processed as a sole source procurement due to the airport corporation's exclusive control over facility leasing.
