About this opportunity

The Defense Health Agency (DHA) has issued a Notice of Intent to Award a Sole Source contract for anatomical services, specifically the provision of fresh or fresh-frozen cadavers to support military medical training. This special notice, posted on February 18, 2026, is not a competitive solicitation and does not invite proposals from other potential vendors. The DHA has determined that Anatomical Services at the University of California, San Diego is the sole responsible source capable of meeting the agency's requirements. The notice is published in accordance with Federal Acquisition Regulation (FAR) Part 5 requirements for sole source awards and is categorized under the Blood and Organ Banks NAICS code (621991).

The primary objective of this contract is to provide cadaver specimens for the Advanced Surgical Skills for Exposure in Trauma (ASSET) training program, which is part of the Emergency War Surgery Course hosted by the Defense Medical Readiness Training Institute and conducted at Naval Medical Center San Diego. The DHA's market research concluded that Anatomical Services is the only qualified source due to its geographic proximity to the naval medical center and its proven ability to deliver specimens on schedule to support coordinated training dates. The contract will be awarded on a firm-fixed-price basis, with specimen availability contingent upon scheduled course dates in 2026. The notice deadline for public comment is March 5, 2026, though this is a notice of intent rather than an open solicitation, meaning prospective contractors cannot submit competitive proposals. No email requests for solicitation packages will be accepted, and interested parties should note that this sole source award has already been determined to be in the government's best interest.
