About this opportunity

The Centers for Disease Control and Prevention (CDC), a division of the Department of Health and Human Services, issued a Notice of Intent to Award a Brand Name Only Contract on December 22, 2025. The CDC intends to award a firm-fixed-price contract to Advanced Monitoring Methods LLC (ADVM) for the provision and maintenance of an e-Controls temperature, CO2, humidity, and door-access monitoring system. This procurement is being pursued under FAR 6.302-1(c), which permits brand name contracting when the contractor is the sole authorized reseller of the specified equipment. The system will be utilized across CDC laboratory facilities to automatically record and report environmental conditions in critical spaces including open laboratory rooms, refrigerators, freezers, and incubators. The award is justified based on the system's existing integration into CDC's validated quality-control workflows and the unacceptable operational risks and cost implications associated with system replacement.

The contract's primary objective is to maintain the existing electronic control system while ensuring NIST certification compliance and enabling future scalability with compatible equipment. ADVM must submit an annual maintenance and operations plan within two weeks of contract start, detailing comprehensive monitoring system maintenance procedures, installation procedures for replacement door sensor hardware, and qualification protocols (IQ, OQ, and PQ) for new installations and significant hardware or software modifications. Key contractor responsibilities include on-site sensor and component repair or replacement to maintain full system operability, staff training no more than bi-annually, annual sensor calibration with certified test equipment, and ongoing technical support throughout the contract period. Interested parties may submit capability information via email to xvv9@cdc.gov by 12:00 PM Eastern Time on January 6, 2026. While the notice indicates the intent to award to ADVM, the submission deadline allows other vendors to present competing capabilities for consideration.

Notice text

This is a notice of intent to solicit and award a brand name only contract.

The purpose of this acquisition is to maintain the existing system electronic control system to automatically record temperature, CO2 and humidity and door access times in necessary laboratory areas, including open laboratory rooms, laboratory refrigerators, laboratory freezers, and laboratory incubators. The system must meet the certification requirements of the National Institute of Standards and Technology (NIST) and be scalable to allow future expansion with equipment that is compatible with the existing e-Controls temperature monitoring system described below. The vendor will provide an annual plan for performing the tasks listed below within two weeks of contract start date to the Contracting Officer Representative and Subject Matter Expert for review and approval. Within this plan the process will outline how the comprehensive temperature, CO2 and humidity monitoring system will be maintained.  As well as the process for the installation of replacement door sensor hardware on existing or newly acquired CLIA equipment. The performance of installation qualification (IQ), operational qualification (OQ), and performance qualification (PQ), if necessary, on new systems installations and for significant changes to the hardware or software. Repair or replace any sensor or other part needed to keep the system fully operational. Provide on-site refresher and new training for staff as needed but no more than bi-annually. Annual calibration for all sensors using annually calibrated test measurement equipment and provide documentation. As well as technical support throughout the life of the contract.
