About this file
This document is a Notice of Intent to Award a Brand Name Only Contract issued by the Centers for Disease Control and Prevention (CDC). The CDC intends to award a firm-fixed-price contract to Advanced Monitoring Methods LLC (ADVM) for the E-Control Systems, Inc. e-Controls temperature, CO₂, humidity, and door-access monitoring system. The system will be used to automatically record and report environmental conditions in laboratory areas, including open lab rooms, refrigerators, freezers (including −80°C freezers), and incubators.
The contract is being pursued under FAR 6.302-1(c) as ADVM is the only authorized reseller of the e-Controls system. The system must meet National Institute of Standards and Technology (NIST) requirements, support existing secure remote monitoring and text-alert functionality, and allow future expansion using compatible components. Interested parties can submit capability information via email to xvv9@cdc.gov by 12:00 PM Eastern Time on January 6, 2026. The notice emphasizes that the system is fully integrated into CDC's validated quality-control workflows, and replacing it would create unacceptable operational risks and cost duplication.

NOTICE OF INTENT TO AWARD A BRAND NAME ONLY CONTRACT
The Centers for Disease Control and Prevention (CDC) intends to award a firm-fixed-price contract on a brand-name only basis under the authority of FAR Part 13.5, Simplified Procedures for Certain Commercial Items, to Advanced Monitoring Methods LLC (ADVM) for the E-Control Systems, Inc. (OEM) e-Controls temperature, CO₂, humidity, and door-access monitoring system. ADVM is the only authorized reseller of the e-Controls system and is therefore the only source capable of providing the exact brand-name system and directly compatible hardware and software required by CDC. This Notice of Intent is for informational purposes only and is not a request for quotations or proposals.
The Government requires the e-Controls system to automatically record and report temperature, CO₂, relative humidity, and door access events in laboratory areas, including open lab rooms, refrigerators, freezers (including −80°C freezers), and incubators. The system must meet applicable National Institute of Standards and Technology (NIST) requirements, support the existing secure remote monitoring and text-alert functionality used by CDC, and allow future expansion using components compatible with the current e- Controls deployment.
This proposed contract action is being pursued under the authority of FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented for commercial items under FAR 13.501(a). The e-Controls system is fully integrated into CDC’s validated quality-control workflows and reporting processes. Replacing the system with a non-compatible alternative would create unacceptable operational risk, disrupt ongoing laboratory operations, and result in substantial duplication of cost.
This Notice of Intent is issued solely for informational purposes. Interested parties that believe they can provide the exact brand-name e-Controls system and directly compatible components may submit capability information for consideration. Responses must be emailed to the Contract Specialist at xvv9@cdc.gov and received no later than 12:00 PM Eastern Time on January 6, 2026. Posting of this notice does not obligate the Government to solicit quotations or award a contract, and any decision not to compete this requirement is solely within the Government’s discretion.
