About this opportunity
The United States Department of Agriculture Animal and Plant Health Inspection Service intends to award a sole source purchase order to FEI Company for preventative maintenance services on a Talos F200C G2 Transmission Electron Microscope, with capability statements due by July 5, 2026.
Place of performance is the National Bio and Agro-Defense Facility in Manhattan, Kansas. Work must be completed within 60 days of award, with an estimated site visit duration of ten business days and a final deliverable due within 150 days of award.
The microscope operates on proprietary FEI software controlling beam alignment, stage movement, vacuum systems, and camera functions. This software is not open-source, not licensed to third parties, and inaccessible for modification by non-FEI entities. Only FEI Company technicians possess the required manufacturer-certified expertise and authorization to access the protected software environment, perform diagnostics, apply updates, and execute hardware component repairs. Market research confirmed no other vendor can meet the requirements.
The contractor must provide a qualified technician trained and certified by ThermoFisher Scientific as a field service technician or engineer with extensive knowledge of the Talos F200C G2 and associated ThermoFisher Scientific software. Scope includes ensuring high-voltage, vacuum, cooling, and environmental systems function within acceptable parameters; detailed inspection and maintenance of critical components; identifying worn or damaged components; and comprehensive operational testing including beam alignment, vacuum performance checks, and imaging calibration. Contract value includes parts, labor, and travel costs; travel will not be reimbursed separately.
Personnel must meet facility security requirements including U.S. citizenship eligibility, criminal background investigation approval, and Real ID for facility entry. Access to the containment laboratory requires background check clearance (up to two weeks for U.S. citizens, 45 days for non-U.S. citizens) and mandatory federal escort during all service visits.
