The procurement falls under NAICS code 333310 with a small business size standard of 1,000 employees, and incorporates provisions from Federal Acquisition Circular FAC 2025-03 and the Defense Federal Acquisition Regulation Supplement (DFARS). The primary objective of this Special Notice is to acquire a unique surface measurement system capable of performing laboratory-grade surface profile measurements in field conditions to support maintenance strategies and failure analyses for USMC assets. While this is not a competitive quote request, all responses will be considered, and the government retains sole discretion in determining whether to compete the proposed purchase order. Contractors must clearly demonstrate their ability to meet all specifications and requirements of the solicitation. The procurement is valued under the Simplified Acquisition Threshold (SAT) and will involve one full system with supporting equipment, including a Surface Pro, backup battery kit, fold mirrors, ISO-compliant height standard, and spare replacement parts.
